From the roundabout at junction 10 of the M56 follow the A49 NORTH (direction Warrington)

In 1/4 mile turn RIGHT (into Stretton Road) at the traffic lights adjacent to the CAT & LION public house.

The Church is 200 yards along Stretton Road on the left and the Church Hall is a further 100 yards along Stretton Road.

Parking for the Church Hall is on the LEFT 20 yards past the Church Hall

  Terms and Conditions of Use

 

St Matthew’s Parochial Church Council (PCC) is pleased to welcome you to use our Church Hall and hopes that you will find everything to your satisfaction. The Church Hall is a resource for community groups and the PCC would like you to feel at home and enjoy our building.  We hope you will find our Briefing Paper helpful

 

 

 

 

1. Making Your Booking:

 

There are two types of Booking Forms; one to be completed by regular users, the other by those who only wish to use the Hall occasionally.

 

Regular Users will be required to complete a booking form one term at a time.  A booking for the next term will be accepted at any time during the current term. Three months notice should be given by either party for termination of their contract.

 

Occasional Users may make a conditional booking by telephone or e-mail. The booking will be confirmed, once the completed booking form with the accompanying fee has been received.

1.      The organiser/person making the booking must be aged 18 years or over and hold responsibility for the terms of booking being met.

2.      A booking is made for a session: morning, afternoon or evening. A charge will be incurred if a group overruns its allotted time.

3.      The current charge is £7.50 per hour. The booking fee is reviewed annually.

4.      The organiser should understand that the Hall may not be used for any activity contrary to the Christian faith, or anything which would bring the Church into disrepute.

5.      The organiser must agree that, should the Hall be required for use as a Polling Station or an extraordinary Church event, the group will relinquish its right to the use of the Hall on the day specified: the booking fee will be returned.  Reasonable notice will be given of such an eventuality.

6.      Providing a cancellation is made at least fourteen days prior to a booking, the organiser shall be entitled to a refund of any fees for the cancelled session.

7.      Cheques should be made payable to ‘St. Matthew’s Stretton PCC’.

 


 

 

 

2. Following Confirmation of the Booking:

 

On confirmation of a Booking the organiser will be sent:

 

1. Emergency Notices:

– Emergency Evacuation Procedures

– Emergency Plan-Hall Users responsibilities

-  A diagram showing location of Fire Extinguishers, Emergency Escape Routes and the Evacuation Assembly Point

 

2. Directions to St. Matthew’s website, which gives a map showing the main road routes to the Church Hall and car parking facilities.

 

3. Instructions for operating the Central Heating controls.

 

4.      Arrangements for the collection of a key to unlock the door of the Church Hall. 

5.      A copy of   the ‘Terms and Conditions of Hire’ of the Church Hall.

 

** On leaving the building the organiser is responsible for ensuring that all windows have been secured, blinds on the road side of the building drawn, all lights extinguished water taps turned off, central heating controls returned to the pre-set modes and everything safely locked up.

 

 

 

3. Terms and Conditions of Hire

 

            St. Matthew’s Parish Church Council is responsible for:

  

1.      The maintenance of the fabric of the Church Hall.

2.      The payment of council and water rates; also electric and gas bills.

3.      The maintenance of the central heating system and gas and electricity supplies.

4.      The provision of wash rooms, including a disabled toilet facility. The PCC will provide toilet rolls, paper towels and soap.

5.      The provision of a working kitchen, which contains crockery and cutlery, teapots, kettles and tea urns. Users are asked to bring their own washing up liquid, tea towels and a bin bag for disposal of rubbish.

6.      The overall cleaning of the building.

7.      The provision of a bin containing sand/salt for gritting purposes.

 

** St Matthew’s Parish Church Council will not consider itself responsible for

1. Any damage to or theft of personal belongings brought on to the site.

            2. Any damage to or loss of users’ parked vehicles.

            3. The actual gritting of the approach paths when it is icy underfoot.

 

 

 

4. Hall Users/Hirers are asked to observe the following regulations

 

  1. The organiser shall effect Public Liability Insurance Cover for the use of the premises as advised by their insurer/agent.
  2. The organiser is responsible for ascertaining and fulfilling any statutory requirements relating to the use of the building and must adhere to any relevant local or borough regulations.
  3. The group organiser must assume financial responsibility for any loss or damage caused by their group to the property and equipment and pay for any breakage.
  4. The organiser must ensure that all of their group’s electrical equipment has been PAT tested.
  5. It is the responsibility of the group organiser to ensure that adults in contact with children or vulnerable adults have up-to-date CRB clearance; if required.
  6. At the beginning of the session the organiser should inform the group of the fire regulations and evacuation procedures.
  7. The organiser should not carry out or permit fly posting or any other form of unauthorised advertisements for an event which they have organised in the Church Hall.
  8. Drawing pins, blu-tack or sellotape should not be used to attach documentation to the walls or woodwork.
  9. St. Matthew’s Church Hall is not licensed for the sale of alcohol.  Any proposed use of alcohol on the premises must be discussed with the Church Hall booking secretary before the booking is accepted.
  10. Smoking is not permitted anywhere within the Church Hall and its boundaries.
  11. With the exception of guide dogs, animals are not permitted on the premises.
  12. Unless prior permission has been obtained, Church Hall furnishings should not be removed from the Church Hall, or removed from the Hall when it is not booked.
  13. Since the Church Hall is situated within a residential area, noise should be kept to an acceptable level.
  14. Unless for a specific educational purpose, children aged under 14 years should not be allowed into the kitchen.
  15. Users should ensure that fire exits are not obstructed, the electrical supply is not overloaded and that all aerosol spray cans are stored at a distance from possible ignition or heat sources.
  16. All injuries must be recorded in the Accident Book; adjacent to the first aid box in the kitchen. An injury to the public should be reported to a member of the Church Hall Management Committee as soon as possible. Certain types of accident/injury must be reported on a special form to the local authority; the Church Hall Booking Secretary will help to complete this form.
  17. The organiser must report any failure of equipment, either belonging to the Hall or brought in by the group, as soon as possible.
  18. Groups should restore the room after use, removing posters, wiping table tops, returning tables and chairs to their original positions and brushing the floor (broom kept in corner cupboard in kitchen).  Any spillage should be mopped up with a dry cloth in the first instance and then wiped with a wet cloth or mop to avoid permanent staining.  Groups are also asked to leave the kitchen neat and tidy and check that the water heater is turned off in the kitchen and taps in the wash rooms.
  19. Storage space is limited and we would ask  users to ensure that their property is clearly marked and stored in the areas allocated to them: nothing should rest on the floor  Property is stored at the owners’ risk and St Matthew’s PCC will not be liable for any loss or damage incurred.

Emergency Evacuation Procedure

 

Users of the Church Hall have unsupervised access to the property. Therefore, it is the responsibility of the Group Organiser to ensure that the s/he has read and understood the accompanying Safety Procedures; and that these are implemented during the Group’s occupancy of the Hall.  Organisers should ensure that group numbers do not exceed the Hall’s safety capacity which will be determined by the Organiser and is dependent upon the activity for which the Hall is hired.

Evacuation procedures to ensure that, in the event of an emergency, all people in the Church Hall will be evacuated in a quick and safe manner.

 

 

  1. The alarm may be raised by the smoke detector in the kitchen or by the voice alarm of the Group Organiser.

 

  1. On hearing the alarm the Group Organiser should

(i)                 encourage all of the group to move calmly and quickly to the nearest exit; without stopping to collect personal belongings

(ii)               ensure that disabled members receive all necessary assistance

(iii)             check that all areas of the building have been evacuated

(iv)             ensure that members have regrouped in the car park marked as ‘assembly point’ on the evacuation plan

 

  1. It is the responsibility of the Organiser to carry out a roll call immediately following the evacuation.

 

  1. A very minor fire may be put out using the fire extinguishers, but no-one should attempt to extinguish a fire if this carries any risk.  The local Fire Brigade can be contacted by dialling 999 and the address which they should be given is:

5. No person may re-enter the building until permission has been given by the Organiser.

ST MATTHEW'S CHURCH HALL

 

EMERGENCY PLAN

 

As the responsible person for the hire of the Church Hall you have legal duties with regards to the safety of those persons assisting or attending the event.

 

Before the hire commences you should be aware of:

--what fire protection systems are present;

 

--how a fire will be detected;

 

--how people will be warned if there is a fire;

 

--what event supervisors should do if they discover a fire;

 

--how the evacuation of the premises should be carried out.

 

--where people should assemble after they have left the premises and procedure for checking whether the premises have been evacuated;

 

--identification of key escape routes and exits, how people can gain access to them and escape to a place of safety;

 

--arrangements for fighting fires;

 

--how the fire and rescue service and any other necessary services will be called;

 

--procedures for meeting the fire and rescue services on their arrival and notifying them of any special risks e.g. the location of highly flammable materials;

 

--what instructions event assistants need and the arrangements for ensuring that suitable instruction is given;

 

--the safe limitation of numbers of people attending;

 

--any locks which need releasing from fire exits; and

 

--checking that all escape routes are clear of obstructions and combustibles.

 

Before the event or function you should decide;

--the arrangements for fighting fires;

 

--the arrangements for means of escape for disabled persons;

 

--the duties and identity of assistants/helpers who have specific responsibilities if there is a fire;

 

--the arrangements for the safe evacuation of people identified as being especially at risk, such as those with disabilities and children;

 

--how you will proceed if the fire safety systems are out of order e.g. fire detection and alarm systems or smoke control systems;

 

--who will be responsible for calling the fire and rescue services and any other necessary services;

 

--who will meet the fire and rescue services on their arrival and notifying them of any special risks e.g. the location of highly flammable materials; and

 

--your plans to deal with people once they have left the premises, especially children

 

At the start of the event or function you should notify all those present about:

--the NO SMOKING POLICY in the Church Hall and Hall grounds 

--the emergency warning signal;

 

--who is supervising and how to identify them;

 

--location of exits and escape routes;

 

--taking only valuables immediately to hand but not to go to collect other belongings;

 

--the location of the muster points; and roll call procedures

 

--what will happen after that (e.g. re entry to the building)

 

During the event or function you should ensure that:

--escape routes and exits do not become blocked;

 

--the NO SMOKING policy is adhered to;

 

--no naked flames are started (unless authorised e.g. candles);

 

--where naked flames are present that combustible material is kept clear; and

 

--rooms do not become overcrowded.

CENTRAL HEATING

 

 --The Church Hall is heated by a Gas Boiler in the kitchen located on the wall above the refrigerator.

      

--This boiler heats the radiators throughout the building, the hot water supply to the kitchen taps and also the hot water supply to the washbasins in each of the toilets.

      

--IT IS NOT NECESSARY TO ALTER ANY OF THE CONTROLS ON THE BOILER UNIT.

 

--The room temperature provided by the Central Heating is adjusted SOLELY by use of the room thermostat which is located in the meeting room to the RIGHT of the doorway into the entrance lobby.

This room thermostat has a default setting of 10 degrees centigrade.

If this temperature is not suitable at the time of your occupation of the Church Hall then simply adjust the temperature to suit your requirements.

 

--It is imperative that the room thermostat is returned to the default setting at the end of your use of the Church Hall to avoid misuse of energy and in order to accommodate the requirements of subsequent Hall users.

       

HOT WATER FOR REFRESHMENTS

 

--Hot water suitable for making Tea, Coffee and any other hot beverages is supplied from the WATER HEATER located above the kitchen sink.

       

--The power supply to this heater is located on the wall beneath the work surface and to the left of the refrigerator.  It is labelled appropriately.

 

--Please ensure that this water heater is switched off after use to avoid misuse of energy.

      

      

ELECTRIC SUPPLY

      

There are a number of 3-pin power sockets throughout the building.
